depends what suit your in? also the more stamina you have the high you jump. scouts jump higher then assault etc, if you fall in with a heavy suit then your stuffed

most games have had this when objecive based, i like it as it gives the guy hacking a good chance against snipers. but as long as you keep your crosshairs on the objective hack area and stay within range then yes it is possible

i hadnt run out of any items on any of my drops suits. i always field with 30 of each item, replenish after each match, (so i can see how much the round cost me)
